As seen in the previews, in 'Heads of State' we will see the return of a familiar foe.
My reaction to the return of this character is two-fold. On the plus side, it is great to see some continuity to previous seasons, I mean you can't have Sleepy Hollow without the headless horseman. On top of that, an antagonist with a vendetta against Crane makes for a conflict that feels very personal. However, there is only so much you can do with a villain like the headless horseman. He rides around on his white horse, swings his axe, shoots his shotgun - it all feels very repetitive.
The episode will also see the first confrontation between Ichabod and Malcolm Dreyfuss. The antagonist of the season really lays on the ham in this episode. There is a lot of over the top, 'look at me, I'm an evil sleazeball,' kind of acting that gets irritating very fast.
The episode also does not take long to for one of many Ichabod's secrets to be revealed to the new characters.
One positive is that this episode will end on a cliffhanger that you won't see coming.
Final verdict
Not as strong of an episode as the first two, but it does add some layers to the overall story.
