    It looks like it was. But I think it was about the Navy case because the ep press release said that VP Susan Ross is at odds with Fitz/WH over the case that Olivia has taken on for the VP. Notice the bruises on the female officer's wrist when she salutes.

    You know someone pointed out another board that the VP has same level of secut=rity as the President. And it was actually VP Susan Ross who hired Olivia for a Navy rape case

    *Season 3 episode 17*. Where Jake tells to Olivia in front of many person (Cyrus, the President, David Rosen, Abby, Harrison and Huck) that she slept with him for informations (in the end Season 3 episode 16).
