Executive Producer Greg Berlanti shared that a major point to “The Flash” was populating the show with a wide variety of characters to be able to create an “anthology show.”“[We’re] introducing characters that have been affected [by the accident] and them having their own lives that we’re getting to dramatize and bring to the show,” Berlanti said.“Those things play out over multiple episodes so they’re not so case-of-the-weeky.”
Upcoming characters to expect to pop up in that way are the Pied Piper (yet to be cast) and potentially even Booster Gold! “There’s no rights issues and quite honestly Andrew and Greg have a great Booster Gold script, and Booster Gold’s a beloved character, so I would say chances are good [he will appear],” Johns noted.

Calling it now. They're gonna shop that Booster Gold script to The CW as the 3rd spinoff and launch it out of The Flash.

Doctor Fate may be introduced on Constantine (since the helmet is in the pilot). The production team has already mentioned an interest in a spinoff so if anything, I'd think he'd be spun off from that.
