    Never a RANDOM stranger. Shooting a guy's wife in front of him to get information is one thing. Shooting random people is different, specially since what Jack's doing is to save those very random people.

    In season 2 he shoots an unarmed man, chops his head off and puts it in a bag, trying to re-establish an old cover of his. All he did this time was shoot a couple of people in the leg, they'll need crutches for a couple of months but in the long run they'll be fine.
