    But my fake explanation would be: They spend 20k or so on tickets to various locations go to city hall and ask for permission to shoot maybe get a shooting credit to film in the city and give recognition to the city. So the cost become even less.

    By now they also have enough frequent flyer miles that the location scout isn't as hampered as he or she was two years ago.
