Just because Oliver doesn't intend on killing people doesn't mean he should order the League of Assassins not to. They're assassins. It's what they do. That's like calling the fire department to save your burning house but telling them not to use any water.
it would just be too poetic for a writer to pass on. I don't know if I wouldn't do it... The first time Malcolm decides to do something good and decent, to protect his daughter but is ultimately murdered by the one person he tried to protect.
The villain that cheated death from the hand of his enemies is ultimately murdered by the last person that matters to him.
Or it could be one of those lame, overdone TV fake-out things where it looks like she shot Malcolm but when they come back to the scene she had actually shot some other guy coming up behind him with her apparently uncanny aim.
but as you said: it's lame and overdone. Arrows writers love to play with our expectations just to surprise us. We all (most of us) expect this to be such a fake-out. I can already imagine Kreisberg jumping around Rumplestilskin stlye while screaming 'lol you thought he survived ? hahah'
I hope your logic applies to other things as well. We all (most of us) are expecting Waller to be on the other end of that phone conversation with Fyers and to have direct ties to the island and Oliver by extension. If Arrow presents this as a big, shocking reveal I'll be disappointed.
A reveal like that would make my happy more than being disappointed, though, because it's something I and others thought and if we were right, then great…right?
Starling is Oliver's jurisdiction so I feel like he has a say on how to save it. I think it's admirable that Oliver doesn't want to kill. Will people die? maybe, but it's cool that Oliver will go out of his way to at least try not to kill anyone. It shows that he's a true hero. While the idea of not killing makes a hero is a bit outdated, people still hold onto it. In Man of Steel, when Clark killed Zod, people questioned it, and even got angry about it. Even though Clark had no other way to stop him, people couldn't get behind the fact that Clark killed someone, which isn't very hero-like in their eyes. So yeah, I think the same applies for Oliver. This is just him stepping up to the plate, being something more than a person who kills. He's not Dexter. He's the opposite of Dexter :)

For quite awhile in the comics he was a hippie so I wonder if they are giving him that hippie persona.
