The way it was described looks like there's no hope for Jake, when it seems the other way, since he said that It seems like a first step. And I really want Olivia to forget about Fitz a little, since their relationship is what made her make all that bad choices so far, like Defiance for example.
this in a way is his only way of revenge for the death of the love of his life... im not at all exonerating him, but I in a way see why he did it: sally's acts (and his own decisions) are undeniably to blame for what lead to james's death, and this is his way of finally getting his own 'justice'.
he has definitely condemned himself over and over again, ... but in all cases it was done for someone else (mainly fitz). (maybe im wrong but) for me this is the first time he has actually done something that's is for himself first... (it will of course help fitz/white house as well in the election, but first motive: himself) which i feel its bloody (pun intended) time he gets to do something for himself, even though its in the end a very bad thing (... heck if your going to hell might as well go there in flames, and get something from it)
...and u all know its going to bite him in the ass in the end (prob by olivia and fitz)
