I think SHIELD being reformed has to be considered within the cinematic universe and what if any plans Mr Whedon has for SHIELD in Age of Ultron.
Tbh I see Coulson and co branching out perhaps with some form of guidance or acknowledgement from Nick Fury and possibly Maria Hill as a liaison with the Avengers.
I would want it to be the beginning of the end of Hydra, but I am pretty sure it won't. But it's not really the beginning of the end for SHIELD because that's old news by now... Anyway, as long as they torture Ward and Garrett for a while I'd be pleased. (which I know is not gonna happen because we need big bads for season 2, but a girl can hope).
I don't think the team will get back together in finale. Ward is completely out. Even if Coulson could forgive there is no way anyone could trust him again. He messed up and now he has to suffer the consequences. I think the big question instead should be; Will Skye be able to forgive him, even if the whole team can't? Maybe Skye will secretly keep in contact with him. I do think when they take down Garrett, Ward is going to survive and go M.I.A.
I love the name for episode 21. That really describes all that is left of the mighty Agents of Shield, a ragtag group of people with exceptional talents.

Ragtag I loved that. The finale syncs up with episode 16 nicely.
