I'm guessing Slade is behind this. It's not exactly a genius-level conclusion I'm jumping to, I know. I really hope it isn't him because the amount of innocent lives that thing will take will also take what little shred of respect I have left for Slade.
I'm taking into account that a drug has likely compromised his sanity and that previous to all of this he did a lot of good. Mass murder will do a damn good job of negating those factors once and for all.
