Don't leave "She's a trust fund baby." out of the equation. Which means, someone who knows about all those details, hired someone to handle all those details so she can play hostess.
That the way it is here in MN too. I've worked bars and restaurants for more than decade and there are often bartenders under 21. However, like Bruce noted, if you are under 21 you cannot sign for shipments so she could not manage the actual bar itself. She could be the public face, run the financials and promotional aspects of the club, but the actual bar? No. She would need a bar manager as an assistant.
Come to think of it I had a friend when I was 20-ish who did promotion for a few bars. He was well known on the bar and party scene - connected with money - and was a sort of paid social liaison or promoter for a couple bars. He did not sign for shipments though! XD
Either those are small details we're not supposed to ask about (or assume she was a precocious kid who sat in enough business meetings to pick up skills) or it's a plot point and we'll see her struggling.
Well that makes sense too, she can run the club, do the promotions, accounting, paychecks but have Roy who is 22 act as the bar manager and sign for the alcohol.

Yeah, I'd say it's a bit of Hollywood syndrome. The suspension of belief about job qualifications is most likely necessary because, Verdant being a front for Oliver's HQ, it's not likely Oliver would entrust an outsider to play any significant role in the club's operation.

The promotional photos show that Felicity made changes to the lair, so perhaps she has been ensuring no ones goes near it also?
