She is the mother of the code that Dexter lives by. That's pretty significant IMO. She represents all the Mothers 'lost' (Laura Moser, Rita-Bennet/Morgan, Deb's Mom and I think something happened to Hannah's mom, but I don't remember the exact nature of that)
Without Vogel, Dexter may have never had a chance at the life he tried to make for himself, which that right of passage is ultimately what the series has to try to answer by the end of series. Like Harry (Father figure), she represents the other traditional parental figure that sets Dexter's life into motion. By ending the series with her, a character, who reminds us we all have a voice, allows us to come full circle with from the first season.
