I don't see as to when that would happen. As I understand it, most of tonight's flashbacks are pre-island, and there are only 2 episodes left afterwards, where Oliver, Shado and Slade have been captured by Fyres! I'm not so sure he'd be too happy with two of his prisoners having 'relations'. I think Laurel.
Him having sex doesn't have to be this week, it could be next week where we have promotional pictures of Laurel and Oliver talking. If Tommy tells Laurel that Oliver still loves her, maybe her following up on that truth at episode 1.22's press release is her going to Oliver to find out whether it's true or not.
i never said it was tonight. I'm saying that since Shado and Oliver are captured on the island, it's highly unlikely they'll get some alone time. Since my latest realisation that the 'truth Tommy tells Laurel' may be is that Oliver still loves her, it's likely that it'll be Oliver and Laurel in the present day. Most likely ep 22, since this week it'll probably just mull over, and in the finale, there'll be too much going on I think.
