    I doubt in the context of the episode that this line of dialogue will be as important as this promo is making it out to be. You can't fool me, CW promo department.

    I think they will have a moment next episode and then Oliver will do something that will make her turn away from him again, making her say that line. Something tells me it's not going to end well between them, not any time soon at least.
