Think of it as Osama Bin Laden, only a supervillian instead of a fundamentalist. If you were to kill Bin Laden five years ago, you would be given a reward on proof of his death. They'd celebrate you for it.
I don't live in the US so I don't know how things are there, but in the place I live, if I killed or threatened to kill some terrorists or serial killers or dictators or anybody, not out of defense, but out of vengence, I am pretty sure I am getting in real trouble, even everybody would be on my side, but law is law. the police would need to arrest me.
I think there's a difference between killing "random bad guy", and getting rid of a known terrorist. The random bad guy is not necessarily a bad guy to everyone. While a terrorist is potentially bad news for everyone, since terrorists... terrorize.
Bottomline is; You kill a bad guy, you're a vigilante. You kill a terrorist, you're a hero.
