Same as ShatteredOne, as soon as I read the question I knew the answer : my vote goes to David Palmer — 24.
From his first scene to his last, he was such an iconic figure of the 24 universe, and Dennis Haysbert's charisma and presence have a lot to do with that. Season 1 was his beginning, season 2 was his arising (going through the crisis, being impeached and then reappointed), season 3 was his downfall, season 4 was his comeback and season 5 was his send-off — and what an ending he got, with his shadow floating on the season to culminate in one of the most beautiful scenes of TV that I've ever seen : episode 5.24, around 6:40am, Logan's betrayal has been made, he walks to his car, and as he walks, soldiers are celebrating David Palmer with shots fired in the air, while others put his coffin onto a plane, all that while the following music is playing (when I first saw the episode, I was crying my eyes out at 5:50 : http://www.youtube.com/watch?v=oNLX8Q6UPQM). Now you cannot get a better homage than that, and that tribute lived up to the importance of David Palmer on the show, and even beyond (if somehow it did help Obama being elected in 2008, then that's good).
I couldn't vote Barlet because, shame on me, I haven't seen The West Wing yet (and I have the complete series on DVD at home), but when I will finally start I'm sure I won't be able to stop.
And I don't get why Gaius Baltar isn't an option in the poll, wasn't he just great as President :D ?

Hands down it has to be Martin Sheen from The West Wing!!! Second inline comes Dennis Haysbert.
