Actually, the writers didn't make Mona obvious at all. A lot of people had read the books, and assumed the show was going to follow the same storyline. It wasn't until Spencer and Mona were at that motel, alone, that we found out she was A. They threw people like Melissa and Noel at us as distractions, just like they're doing with Paige, now. The betrAyer is supposed to be someone shocking and unexpected, which crosses Paige right off the list.
I know Mona wasn't the obvious choice at first, as people assumed the series would be different than the books. The writers also kept saying that Mona wasn't going to be A, as the show was different than the books. When Mona was finally revealed to be A, a lot of fans cried foul and expressed their disappointment with the creative decision.
I personally knew Mona was A in the books, and I was still pleasantly surprised to see that she was A in the series as well. Regarding the upcoming reveal, Paige really is too obvious, but what if it's two people? I would hope it's not Caleb, but rather Ezra. He always seemed shady... Wouldn't it be great, though, if they revealed that Mona had a cell phone the entire time and continued being A?
The writers never said that Mona wasn't gonna be A, they said that it wasn't like the books, but they were very careful with the wording and they never explicitly said that it wasn't the same person.
