Maybe it just has to do with the MotW theme with her only speaking spanish, but it would be nice if connected with Juliette's condition.
La Llorona, "The Weeping Woman" is a folk tale common of several latin american countries. It's about a woman that murders her children to be with a man, that ultimately rejects her (In my country, she kills her children because her husband neglects her for them)

Why would they need a witch for? Perhaps to reverse the effects of the spell on Juliette?

It may not be a case of anyone needing her. The character could just as easily be the bad guy of the week.
